The "ghost" is Geto Suguru (the soul of the body being controlled by Kenjaku). His right arm moves to choke Kenjaku.

But it's the arm that was blown off during his fight with Yuta!!!

He was disarmed (literally) when he met Gojo one last time. That scene where he says "At least curse me a little at the very end" and where we don't hear what Gojo says.

So Kenjaku regrew the arm but it still has memories of Gojo and tries to stop Kenjaku by choking him.

Before this part where Geto tries to stop Kenjaku, Gojo also says: "My six eyes tell me you're Geto Suguru. But my soul knows otherwise!".

Geto's spirit might be gone but the body still remembers. And that's the "ghost" that haunts me. Because it's not enough to stop Kenjaku who overpowers the body.
